WORLD BRIEFS: PROGRESS NOTED
Secretary of State Warren Christopher arrived Thursday in Jerusalem on his 13th Middle East shuttle
mission amid signs of movement in the moribund talks between Syria and Israel. There has been a
striking change in tone by both governments recently, enough so that the habitually cautious Christopher
allowed himself to declare the opening of a ``new phase'' between the historic foes and ``a moment of real
momentum in the peace process.''
